The Center for Health Innovation is seeking a New Mexico Community Data Collaborative (NMCDC) Director!

Under the direction of the Executive Director, the NMCDC Manager performs work directly related to the management and business operations of NMCDC, CHI and its local, state and nationally partners. This position is primarily responsible for the management of program and service delivery of the organization, including adherence to organization policies and procedures and funder requirements. The Manager is responsible for oversight and delivery of activities and scope of work that support NMCDC principles and services. The Manager oversees the daily operation of NMCDC in regard to its services as performed by staff, contractors, interns and partners.

Functions include- Successfully implement NMCDC program grants, contracts and/or scope of work related to NMCDC services, establish and maintain all program files and documentation in an appropriate and accountable manner according to internal policy and fund requirements, ensure consistency of quality, accountability and high standards in all NMCDC programs and services. This includes thorough knowledge of principles relevant to the collection, coding, analysis, and distribution of data.

Salary Range: $55,000 – $110,000

Job Description

Position Function Summary

Under the direction of the Executive Director, the NMCDC Manager performs work directly related to the management and business operations of NMCDC, CHI and its local, state and nationally partners. This position is primarily responsible for the management of program and service delivery of the organization, including adherence to organization policies and procedures and funder requirements. The Manager is responsible for oversight and delivery of activities and scope of work that support NMCDC principles and services. The Manager oversees the daily operation of NMCDC in regard to its services as performed by staff, contractors, interns and partners.

The delivery of quality service and positive interaction with our customers is critical to the completion of all tasks within this job description, thus the employee is responsible for establishing and maintaining interpersonal relationships with visitors, partners and CHI employees in a courteous, respectful and professional manner. Guidelines include all CHI policies and procedures.

Position Accountabilities

Program and services administration

  1. Successfully implement NMCDC program grants, contracts and/or scope of work related to NMCDC services.
  2. Establish and maintain all program files and documentation in an appropriate and accountable manner according to internal policy and funder requirements.
  3. Ensure consistency of quality, accountability and high standards in all NMCDC programs and services. This includes thorough knowledge of principles relevant to the collection, coding, analysis and distribution of data.
  4. Interpret data, analyze results using statistical techniques and provide ongoing reports
  5. Assist with the development and implementation of databases, data collection systems, data analytics and other strategies that optimize statistical efficiency and quality
  6. Acquire data from primary or secondary data sources and maintain databases/data systems
  7. Identify, analyze, and interpret trends or patterns in complex data sets
  8. Filter and “clean” data by reviewing computer reports, printouts, and performance indicators to locate and correct code problems
  9. Assist in the identification, acquisition and development of key community assessment indicators and databases
  10. Perform training (in group and individual settings) to build capacity of community members as data facilitators and data mappers. Training may include database development and maintenance, use of online mapping tools, GIS skills and data interpretation, and consult on analytic issues
  11. Coordinate NMCDC Program Advisory Group (PAG) meetings with partner organizations, staff and other collaborators.
  12. Provide technical assistance as needed.
  13. Ensure consistent and meaningful evaluation of all programs and services is carried out in order to assess program impact and success and to make needed changes and improvements as necessary.

Management of program staff

  1. Responsible for the hiring, orientation, professional development and ongoing supervision of NMCDC staff and contractors.
  2. Conduct regular performance reviews with program staff, providing constructive feedback and direction for improvement.
  3. Provide positive leadership to all staff, encouraging a team approach, professional attitude and good staff-coalition relations, always modeling best practices in this regard.
  4. Assist with grant writing and other resource development activities.

Grants management

  1. Develop budget (s), monitor and be accountable for all program and service expenditures. Accurate and timely invoicing.
  2. Monitor and complete appropriate reporting to funders.
  3. Advise staff and CHI directors about programs and policies appropriate to the requirements of the funders.
  4. Maintain appropriate fiscal controls to ensure all programs are within the set scope (s) of work, annual budget (s) and adhere to CHI fiscal policies.
  5. Maintain accurate and complete documentation for all programs to provide funders with comprehensive details on programmatic and fiscal activities.

Other related duties

  1. Attend CHI staff meetings.
  2. Participate on related committees as appropriate.
  3. Participate actively as a representative in collaborative partner networks and in related community activities.

  5. Minimum Educational Qualifications
    Master’s Degree (2 years of experience may substitute for 1 year education).

Minimum Experience/Skill Requirements
• Supervisory experience preferred
• Minimum of 5 years of relevant program experience
• Represents organization publicly and to funding agencies.
• Writing and strategic communications.
• Team leadership and facilitation.
• Project management
• Proven working experience and demonstration of ability to work with data, data sets and related information.
• At least 1 year technical expertise regarding data mining, data analysis, research and segmentation techniques
• Strong knowledge of and experience with reporting packages, databases and GIS platforms (ESRI etc),
• Knowledge of statistics and experience using statistical packages for analyzing datasets (Excel, SPSS, SAS etc)
• Strong analytical skills with the ability to collect, organize, analyze, and disseminate significant amounts of information with attention to detail and accuracy
• Adept at queries, report writing and presenting findings
• Critical and analytical thinking
• Training and presentation skills

Desired Qualities
• Experience in adult teaching strategies, taking into consideration theories of learning, understandings of students and their needs and backgrounds, interests of individual students and application of NMCDC services.

Physical Demands
• Occasional prolonged standing/walking/sitting
• Occasional lifting of supplies and/or equipment up to 50 lbs.
• Occasional driving short and /or long distances.
• Frequent use of computers and keyboard.

Working Conditions
• Considerable reaching, stooping, bending, kneeling, crouching
• Considerable use of keyboard
• Intermittent pressure due to deadlines and working with the public.
• Must be able to travel by car and air locally, within New Mexico and nationally.

Special Requirements
• Must be willing to use personal vehicle in the course of employment. Must be willing to do inter and intra state travel as needed.
• Must be able to meet deadlines.
